Community 1st Sheffield (C1S)

C1S Board Members

Tony Elson
Tony Elson is the independent chair of Community 1st Sheffield. Tony has worked in a variety of roles in local government from 1969 until October 2004.

For the last 16 years Tony worked for Kirklees Council, initially as Director of Social Services, and then in an Executive Director role which at different times gave him responsibility for Education, Housing and Benefits services as well as a number of cross cutting policy development areas. In 1998 he was appointed Chief Executive of the Council.

In 2002 he represented the Local Government Association on the government’s Cross Cutting Spending Review on Health Inequalities and was seconded by his Council for one day a week to the Department of Health to support the implementation of the Programme for Action and the Choosing Health consultation.

He left Kirklees in October 2004 to spend more time supporting national and local government with this development agenda. To that end he now works part-time for both IDeA and the Department of Health as a local government adviser with a specific focus on public health. In addition to Community 1st Sheffield he also chairs two other NHS LIFT joint venture companies investing in the renewal of health and local government estate and services in different areas in the country.



Mike Dwan
Michael Dwan is a Director of Community 1st Sheffield and is the Managing Partner of Equity Solutions and Partners, the private sector investor in the LIFT Company.

Over the last twenty -five years, Michael has managed and owned a number of businesses in a broad range of market sectors and specialises in the structuring and procurement of highly-leveraged project finance transactions. He is regarded as one of the UK’s leading innovators in the LIFT, PFI/PPP marketplace.

Michael has also provided strategic input to a number of Government departments and most recently sat on the North West Strategic Health Authority’s Futures Advisory Board, providing his views on the potential future scenarios the NHS is likely to face over the next ten years.



Neil Charlesworth

Neil Charlesworth, General Manager and Director of Community 1st Sheffield. Neil is responsible for the overall development of Community 1st Sheffield and the delivery of its business plan.

Neil joined the Community 1st Sheffield in 2007 from Sheffield Primary Care Trust where he was the Turnaround Director for the PCT and prior to this was Director of Finance for South East Sheffield PCT.

He has extensive experience of the public sector having worked for a number of years as a Director in the NHS and prior to this in senior finance roles in the higher education and commercial sectors.

David Johnson

David Johnson is a Director of Community 1st Sheffield, representing the private sector partner, Equity Solutions & Partners.

David is the Director of Operations for the Equity Solutions Group, responsible for the Group's day-to-day management and operations with particular focus on the LIFT activities and is responsible for delivering the commercial and financial closure of all C1S projects.

David joined the Equity Solutions Group in 1999 and has worked on numerous LIFT transactions and PFI/PPP projects in a variety of sectors, advising both local authorities and bidding consortia and negotiating contractual closes.



John Evans

John Evans, Director

John is a Director of Community 1st Sheffield representing Community Health Partnerships.

John is a Chartered Engineer and Chartered Arbitrator. He has spent most of his career building and commissioning large engineering projects in various parts of the world, ranging from petrochemical plants in Europe to power stations in South Africa.

Latterly he was a director of Taylor Woodrow Construction, with responsibility for Mechanical and Electrical Engineering Contracting and all of the group’s engineering consultancy. He was responsible for profit centres in the UK, the USA, Australia, Singapore and Hong Kong.

In addition to his active interest and involvement in Community Health Partnerships, John practices as an arbitrator in construction disputes.



Simon Kirk

Simon Kirk is a Director of Community 1st Sheffield representing the Primary Care Trust.

Simon Kirk has been Executive Director of Strategy at Sheffield PCT since March 2007. Simon has responsibility for the PCT's Capital Programme and the associated planning team. He has worked in the NHS for twenty years, holding senior posts at national, regional and local levels.



C1S Team

Ken Jones

Ken Jones is the Project Manager for Community 1st Sheffield providing comprehensive project management delivery services in the development of LIFT schemes across Sheffield. Ken has over 14 years of experience in the construction industry on a wide range of projects and across a variety of sectors.

Ken is registered as a full member of the Association of Building Engineers (MBEng) and an incorporated member of the Chartered Institute of Building (ICIOB).

Anna Sarginson
Anna Sarginson is the Director of Communications for Community 1st Sheffield. Anna works in partnership with representatives from Sheffield Primary Care Trust and Sheffield City Council to develop and deliver community based projects alongside our LIFT developments which meet the programme objectives of both Community 1st and the PCT.

Healthcare Planning Team

Ian Kenny

Community 1st's healthcare planning team consists of a select number of management consultants whose healthcare backgrounds combined with their clinical, senior management, administrative and technical qualifications provide a patient access service to support and work alongside our health care community partners in Sheffield.

As part of the healthcare planning team, Ian and Kate continue to work with the Primary care Trust and clinicians in Sheffield to design and deliver state of the art primary care premises which meets clinicians and patients needs.


Property Team

Community 1st’s property team provide property management services for all C1S’s facilities across Sheffield. This includes property management, acquisition and disposal, development appraisal and development management. These services are necessary to ensure that infrastructure requirements are matched to the services commissioned.

Andrew Dwan

Andrew Dwan is the Property Director of Community 1st Sheffield’s property team.

Andrew is responsible for all estate management activities.





Ruth Cureton

Ruth Cureton is the Senior Property Manager overseeing the smooth running of all the LIFT buildings within the Sheffield area and supporting the area Property Manager.

 



Amy Sweeney

Amy Sweeney is the Property Manager overseeing the day to day running of all the LIFT buildings within the Sheffield area and the first point of contact for any tenant issues or queries.
